Queen Mingde Ma was the youngest daughter of General Fubo Ma Yuan during the Eastern Han Dynasty.

At the age of thirteen, she was selected into the Crown Prince's Palace.

She first served Queen Yin Lihua, who served Emperor Guangwu of Han Dynasty Liu Xiu, and was very favored.

After Emperor Ming Liu Zhuang succeeded to the throne, he was canonized as a nobleman.

Suffering from having no children, he had to adopt one of Jia's sons.

In the spring of AD 60 (the third year of Yongping reign of Emperor Ming of the Han Dynasty), Ma was established as the empress of Emperor Ming due to the empress dowager's preference.

After the death of Emperor Ming, Empress Ma's adopted son Liu Jin (pronounced dá Da) succeeded to the throne (he was Emperor Zhang).

The queen was revered as the empress dowager(王太后).

In 76 AD (the first year of Jianchu), Emperor Zhang planned to confer titles and titles on Empress Dowager Ma's brothers according to the old system of the Han Dynasty, but Empress Dowager Ma did not agree.

The next summer, a severe drought occurred.

Some superstitious people believed that this was because the relatives were not sealed off.

Therefore, the relevant officials once again proposed to ennoble the foreign relatives, but the Queen Mother still disagreed.

And a special edict
(公告) was issued for this purpose.

The edict said: Those who propose to confer titles on foreign relatives all want to flatter me in order to obtain high-ranking officials and generous salaries for themselves.

As the Queen Mother, I usually live frugally, and the people who serve me around me also try to be frugal.

My purpose in doing this is to use my actions to make a good appearance for the people below.

I thought my natal family would be like me if they knew about it.

However, they didn't take it seriously at all and even laughed at me.

A few days ago, when I passed by the gate of Zhuolong Garden, where my parents live, I saw so many people coming from outside to say hello.

Cars and horses kept coming and going, making it very lively and prosperous.

 The people who serve at home are so well dressed that even the people who drive my car are far inferior.

I told them.

They only care about their own enjoyment and don't care about the country's worries at all.

故事：明德馬皇后是東漢時期伏波將軍馬援的小女兒。

十三歲被選入太子宮，先是侍候漢光武帝劉秀的皇后陰麗華，很受寵愛。

明帝劉莊繼位以後，被冊封為貴人。

苦於沒有生養，只好收養了賈氏的一個兒子。

公元60年(漢明帝永平三年)春天，由於皇太后的偏愛，馬氏被立為明帝的皇后。

明帝死後，馬皇后的養子劉炟(讀ｄá 達)繼位(就是章帝)。馬皇后便被尊為皇太后。

公元76年(建初元年)，章帝準備根據漢朝的舊制，對馬太后的兄弟們加封進爵，馬太后不同意。

第二年夏天，發生特大旱災，一些迷信的人就認為這是不封外戚的緣故。

因此，有關官員再次提出對外戚封爵的事，太后仍然不同意。

並為此專門發了詔書。詔書說：提出要對外戚封爵的人，都是想獻媚我，以達到為自己撈取高官厚祿的目的。

我身為太后，平時總是節衣縮食，我周圍侍候我的人也儘量注意儉樸。

我這樣做，其目的是想以自己的行動為下面的人做出好樣子。

我以為我娘家的人知道後也能像我這樣。

但是，他們卻一點也不以為然，甚至還嘲笑我。

前幾天，我路過我娘家住地——濯龍園的門前時，看到從外面到家裡請安問好的人多得不得了，車馬來往不斷，十分熱鬧繁華。

家裡服侍的人，衣飾之講究，連給我駕馭車子的人也遠遠不如。

我對他們實在知道得太清楚了。

他們只知自己享樂，而根本不關心國家的憂愁，我怎麼能同意給他們加官進爵呢?

後來，人們常以「車水馬龍」來形容繁華熱鬧的景象。
