罄竹難書 ( countless crimes)

罄: exhausted. 

Bamboo: In ancient times, there was no paper for writing, so words were written on pieces of bamboo.

罄：音慶，用盡。竹：古時寫字沒有紙，把字寫在竹片上。

At the end of the Western Han Dynasty (8 AD), Wang Mang killed Emperor Ping of the Han Dynasty, seized the throne and founded the country.
